Historical fort in Gotham City

Gotham city has a historical richness. Much like many old historical cities in North America which were established near or surrounded by a body water, forts were built to protect it. Gotham city is no different. Built on the edge of the highest cliff over looking the river is a historical bastion like fortress protecting its shores from potential invasive enemies. In present day it is a tourist trap by day, but a shady location at night where deals and crime lurk.
